This is an antique decorative plate. A Japanese, cloisonne fruit serving dish, dating to the early Victorian period, circa 1850.
Delightful example of Victorian cloisonne

Flying butterfly and flowerheads accentuate the face of the plate
Rim edge decorated with a continuous garland border
